EDIT: I've now heard from two people that the book isn't even listed in Worldcat, so, um, nevermind. <sigh>

Worldcat has two entries for a single article by that author; it doesn't have that particular book listed.

I've come across one or two books at my local library that aren't on Worldcat, but it doesn't look good.

I see a book by that title and author on ABE, but copies run at $65 on up. :-(

It'd still probably be borrowable by interlibrary loan though it could be a wait. The author's webpage lists some of his other papers (though the conference ones tend to link to conference programmes rather than the papers themselves; conference papers are frequently impossible to track down). Easiest way to get more info would be to contact the author; this is common practice in academia though results will likely depend how busy he is.
