It isn't an easy question to answer, no, and everybody's going to answer it differently. For some people, Rosenberg resigning was enough. For others, even the entire board resigning wouldn't be sufficient. I'm with you as a general principle on "rewarding better behavior" being a useful tool -- but that still leaves you having to make the judgment call of how much better-ness is required before you feel it merits rewarding, vs. it being a case of forgiving too quickly.
