It's been a long time since I read the Silmarillion, but if memory serves, all of the human/elf pairings are between mortal men and immortal women. It isn't just about women being in charge, but the specific way the bridging of the two worlds maps to gender.
The wizard with his staff in the tower I'm pretty sure owes a lot of its genesis to Renaissance magicians like John Dee.
