Steven Brust's Dragaerans, *maybe*. I'm not the best at noting visual descriptions, but I have a memory of some of the Houses being described as darker. I want to say Dragon or Dzur, though the Dragon Aliera is (a rare) blonde and the Dragon Morrolan is cover-arted as looking Byronic or like a dark-haired Elric. So I could be just wrong, and even if not it's a matter of inbred noble houses more than distinct races.
Oh! The Midlands/Heliothaumic/Iothera sequence of rebooted webcomics, where (at least back in The Midlands) elves had been spontaneously born to humans some time ago, and had matching ethnic diversity. IIRC The Midlands had a kingdom that was 100% pasty white elves who were backwards due to their absolute monarchy. Sort of North Korea with a long-lived bitch-queen.
